Hadith 1229
Umm al-Mu’minin Umm Salamah (may Allah be pleased with her) narrates from the Noble Prophet (peace and blessings be upon him) that he said: “There will be rulers appointed over you, and you will see both good and bad deeds from them. Whoever recognizes the bad deed as evil has protected himself from sin, and whoever speaks against it is also safe, but whoever is pleased with it and follows it (is destroyed).” The people asked, “O Messenger of Allah! Should we fight against them?” He (peace and blessings be upon him) replied, “No, as long as they establish prayer.” To speak against it means to dislike it in the heart and to consider it evil in the heart (even if one cannot say it with the tongue).
