It is narrated from Ibn Jurayj that ‘Ata informed him that Sayyiduna Ibn ‘Abbas (may Allah be pleased with them both) used to give the verdict that whoever performed the Tawaf of the House (Ka‘bah) became halal (released from Ihram), whether he was a pilgrim (Haji) or not (i.e., one performing ‘Umrah). I asked ‘Ata, “From where did he derive this?” He said, “From this verse in which Allah Almighty said: ‘Then the place of sacrifice is at the Ancient House (Ka‘bah)’ { الحج : 33 }.” So I said, “But this is after coming from ‘Arafat.” He said, “The statement of Sayyiduna Ibn ‘Abbas (may Allah be pleased with them both) is (that the place of release) is the House of Allah, whether it is after ‘Arafat or before it.” And he derived this from the blessed action of the Prophet (peace and blessings be upon him), for he himself, during the Farewell Hajj, commanded the people to come out of Ihram.
