Sayyiduna Abu Hurairah (may Allah be pleased with him) reports that the Messenger of Allah (peace and blessings be upon him) said: Allah, the Mighty and Majestic, said: When My servant intends to do a good deed in his heart, I write one good deed for him, as long as he has not done it. Then if he does that good deed, I write ten good deeds (in exchange for one) for him. And when he intends to do an evil deed in his heart, I forgive him as long as he does not act upon it. And then if he acts upon that evil, I write only one evil deed for him. And the Messenger of Allah (peace and blessings be upon him) said: The angels say, "O Lord, this is Your servant, he wants to do evil," although Allah is more aware of His servant than them. Allah says: "Watch him! If he commits the evil, then write it as one evil deed, and if he does not do it (and refrains from it because of its intention), then write one good deed for him, because he left it out of fear of Me." And the Messenger of Allah (peace and blessings be upon him) said: When the Islam of any one of you becomes better (that is, pure and true, free from hypocrisy), then every good deed he does is written for him as ten good deeds up to seven hundred times, and every evil deed he does is written as only one evil deed, until he meets Allah, the Exalted.
