It is narrated from Sayyiduna Ibn Umar (may Allah be pleased with them both) that he gave the call to prayer (adhan) for the people on a cold, windy, and rainy night, and at the end of the adhan he said: "Pray in your homes, pray in your homes." Then he said that when the Messenger of Allah (peace and blessings be upon him) was on a journey on a cold and rainy night, he would instruct the mu'adhdhin to announce among the people: "Pray in your tents."
