‘Sayyiduna Ubaidullah bin Utbah (may Allah be pleased with him) says that Sayyiduna Ibn Abbas (may Allah be pleased with them both) said to me, “Do you know which is the last Surah to be revealed in its entirety in the Qur’an?” I said, “Yes! It is this Surah: ‘When the help of Allah comes and the victory comes.’” He said, “You have spoken the truth.”
