Sayyiduna Ubayy bin Ka'b (may Allah be pleased with him) regarding Allah Almighty's statement "We will make them taste the lesser punishment..." says that it refers to the hardships of this world, and (the incidents of) Rome and Batshah (or Dukhan). And Shu'bah is in doubt whether he said Batshah or Dukhan.
