Sayyiduna Urwah bin Zubair narrates from Sayyiduna Hisham bin Hakeem bin Hizam (may Allah be pleased with him), he says: (Hisham) passed by some people in Syria who were made to stand in the sun and oil was poured over their heads. He asked, "What is this?" The people said, "They are being punished for not paying the government tax." He said, "I heard the Messenger of Allah (peace and blessings be upon him) say: 'Allah will punish those who punish people in the world (i.e., unjustly. So this does not include the punishment which is given as a legal limit or disciplinary action).'"
