(ذِكْرُ الحَاكِمِ الَّذِي يَتَتَبَّعُ العُيُوبَ)
(The ruler who searches for faults)
Hadith 3708
وَعَنْ أَبِي أُمَامَةَ عَنِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ: «إِنَّ الْأَمِيرَ إِذَا ابْتَغَى الرِّيبَةَ فِي النَّاسِ أَفْسَدَهُمْ» . رَوَاهُ أَبُو دَاوُدَ
Abu Umama reported the Prophet as saying, ‘‘When a ruler seeks to make imputations against the people he corrupts them.” Abu Dawud transmitted it.
