Adi bin Adi Kindi narrates: Our freed slave narrated to us that he heard my grandfather saying that he heard the Messenger of Allah, peace and blessings be upon him, say: "Indeed, Allah does not punish all people because of the disobedience of some among them, until they see evil before them and, while having the power to stop it, do not do so. When they become like this, then Allah subjects all—both the general and the specific (the many and the few)—to punishment." Hasan, narrated in Sharh al-Sunnah.
