´It was narrated that Abu Hurairah said:` "The idolators and Quraish came and disputed with the Prophet (ﷺ) concerning the Divine Decree. Then the following verse was revealed: 'The Day they will be dragged on their faces into the Fire (it will be said to them): "Taste you the touch of Hell!" Verily We have created all things with Qadar. (Divine Decree)'"

Brief Explanation
1؎ : Baghawi has said in his tafsir that what is meant is that whatever thing We have created is by decree (qadar), that is, it is written in the Preserved Tablet (al-Lawh al-Mahfuz). Hasan al-Basri said that Allah, the Exalted, determined the measure of everything in His creation, so that it comes into being according to that measure. And Abdullah ibn Amr ibn al-As radi Allahu anhuma says that I heard the Messenger of Allah sallallahu alayhi wa sallam say: "Allah, the Exalted, wrote the decree (qadar) of the creation fifty thousand years before the creation of the heavens and the earth," and he said: "The Throne (Arsh) of the Lord of the Worlds was upon the water at that time." And Abdullah ibn Umar radi Allahu anhuma says that the Messenger of Allah sallallahu alayhi wa sallam said: "Everything is by decree (qadar), even ignorance and intelligence." In Fath al-Bayan it is stated that from the affirmation of qadar, as some imagine, that this means compulsion and coercion of the servants by Allah, the Exalted, in reality it is not so. Rather, it is only information about the eternal knowledge of Allah, the Exalted, regarding what the servants will earn, and the occurrence of their actions, whether good or evil, happens according to the knowledge of Allah, the Exalted.

Hadith Commentary: Benefits and Issues: The Messenger of Allah (sallallahu alayhi wa sallam) arrived in Madinah in Rabi' al-Awwal, and before the obligation of Ramadan in the second year of Hijrah, he found the Jews fasting in Muharram. So he asked them about it, and thus the emphatic recommendation or command regarding fasting on the day of 'Ashura was given only in that one year, because he came to know of it after arriving in Madinah.

He (sallallahu alayhi wa sallam) used to fast because the Quraysh used to fast, and if it is accepted that at the time of the Prophet’s arrival in Madinah, the Jewish tribes were fasting according to the solar year, then even so, he (sallallahu alayhi wa sallam) commanded fasting specifically on the tenth (10th) of Muharram, and that occurred only once before the obligation of Ramadan.
