´It was narrated that Bilal said:` "The Messenger of Allah commanded me (with Tathwib) in the Adhan for Fajr, and he forbade me to do so in the Adhan for 'Isha'."

Brief Explanation
1؎: «تثويب» refers to making an announcement after an announcement or giving information, and what is meant by it here is «الصلاة خير من النوم».
2؎: From this it is understood that the Prophet (sallallahu alayhi wa sallam) instituted «الصلاة خير من النوم» in the call to prayer (adhan) of Fajr, and the claim of the Shia that ‘Umar (radi Allahu anhu) added this phrase to the adhan is a fabrication on their part. ‘Umar (radi Allahu anhu) did not have the authority to add or subtract anything from an act of worship like the adhan based on his own opinion; this authority belongs only to Allah and His Messenger (sallallahu alayhi wa sallam). Therefore, in some narrations where it is mentioned that the mu’adhdhin came to wake ‘Umar (radi Allahu anhu), and he said: «الصلاة خير من النوم», and ‘Umar (radi Allahu anhu) said: “Establish this phrase in your adhan,” it does not mean that ‘Umar (radi Allahu anhu) invented this phrase. Rather, it is possible that people had stopped saying this phrase in the Fajr adhan, so ‘Umar (radi Allahu anhu) reminded them to revive this sunnah, or the meaning could be that this phrase should be said in the adhan, and what is the occasion for saying it outside the adhan? In any case, in following (the Sunnah), ‘Umar (radi Allahu anhu) was stricter than all the other companions, and he was a great enemy of innovation (bid‘ah). It cannot even be imagined about him that he would introduce anything into the religion from himself without evidence from the Book and the Sunnah. When ‘Umar (radi Allahu anhu) did not have this authority—despite the fact that in another hadith there is an order to follow Abu Bakr and ‘Umar, and in one hadith it is stated: “Hold fast to my Sunnah and the Sunnah of the Rightly Guided Caliphs”—then how could any companion, or imam, or mujtahid, or pir, or wali, or faqir, or ghawth, or qutb have this authority to add anything to the religion without evidence?

The aforementioned narration has been declared weak in terms of its chain of transmission by our esteemed researcher as well as other scholars. However, the issue mentioned in this narration is authentically reported from Anas bin Malik radi Allahu anhu with a sound chain in Musannaf Ibn Abi Shaybah and Sunan al-Kubra by al-Bayhaqi. He narrates that in the call to prayer (adhan) for Fajr, after (Hayya ‘ala al-falah), it is Sunnah to say (As-salatu khayrun min an-nawm) twice. (Musannaf Ibn Abi Shaybah: 1/208 and Sunan al-Kubra by al-Bayhaqi: 1/423)
Furthermore, in this narration, what is meant by "tathweeb" is saying (As-salatu khayrun min an-nawm).
