´It was narrated that Jabir bin Samurah said:` "Bilal did not delay the Adhan from its proper time, but he sometimes delayed the Iqamah a little."

Commentary:

Our esteemed researcher has declared the aforementioned narration weak in terms of its chain of transmission, whereas other scholars have considered it sound due to supporting evidences.

Therefore, based on supporting evidences, this hadith is authoritative and actionable.

The adhan is an announcement that the time for prayer has begun.
Therefore, the adhan should be given at the beginning of the time, whereas the iqamah is an announcement that the prayer is about to commence, and Bilal (radi Allahu anhu) would pronounce the iqamah when the Messenger of Allah (sallallahu alayhi wa sallam) arrived.

If the imam is delayed in coming to lead the prayer beyond the appointed time, then the imam should be waited for.
It is not correct to rush and immediately appoint another person to lead.
However, if it is known that the imam is not present and will not come to the mosque to lead the prayer, then the prayer may be performed behind another person.
