Commentary:

The complete words of the first verse are:
﴿إِذَا انسَلَخَ الأَشهُرُالحُرُمُ فَاقتُلُوا المُشرِكينَ حَيثُ وَجَدتُموهُم وَخُذوهُم وَاحصُروهُم وَاقعُدوا لَهُم كُلَّ مَرصَدٍ فَإِن تابوا وَأَقامُوا الصَّلوةَ وَءاتَوُا الزَّكوةَ فَخَلّوا سَبيلَهُم إِنَّ اللَّهَ غَفورٌرَحيمٌ﴾ (at-Tawbah: 5)
“Then when the sacred months have passed, kill the polytheists wherever you find them, capture them, besiege them, and sit in wait for them at every place of ambush. But if they repent, establish the prayer, and give the zakat, then let them go their way. Indeed, Allah is Forgiving, Merciful.”
Its explanation has been given by Anas (radi Allahu anhu) that repentance here means repentance from polytheism (shirk).

From these verses it is understood that a people can only be accepted as Muslims when, along with affirming tawhid (the oneness of Allah) and the messengership, they also adopt the practical matters, i.e., prayer (salah) and zakat. In case of denial, they will be declared disbelievers (kuffar) and jihad will be waged against them, just as Abu Bakr (radi Allahu anhu) deduced from this very verse and waged jihad against those who withheld zakat.
