´It was narrated from Abu Sa'eed that:` A man asked him about having a bath to cleanse oneself from sexual impurity. He said to pour water three times. The man said: "But I have a lot of hair." He said: "The Messenger of Allah had more hair than you and he was cleaner."

He was purer than you; this could also mean that the Messenger of Allah (sallallahu alayhi wa sallam) was more diligent in maintaining cleanliness and purity than you.
Despite this, three handfuls of water were sufficient for him, so it should also be sufficient for you.
Another meaning could be that the hair of the Prophet (sallallahu alayhi wa sallam) was purer than yours because the Prophet (sallallahu alayhi wa sallam) took great care regarding purity.
In any case, the result from both perspectives is the same: it is not necessary to waste excessive water for cleanliness.
If the head is washed properly, even a small amount of water can suffice.

The aforementioned narration is weak in terms of its chain of transmission, but its meaning is correct because the same point has been mentioned in the subsequent authentic narration.
