حَدَّثَنَا
أَبُو بَكْرِ بْنُ أَبِي شَيْبَةَ , حَدَّثَنَا
مُعَاوِيَةُ بْنُ هِشَامٍ a> , عَنْ هِشَامِ بْنِ سَعْدٍ , عَنْ
عَمْرِو بْنِ عُثْمَانَ , عَنْ
عَاصِمِ بْنِ عُمَرَ بْنِ عُثْمَانَ , عَنْ
عُرْوَةَ , عَنْ
عَائِشَةَ , قَالَتْ : سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ , يَقُولُ : " مُرُوا بِالْمَعْرُوفِ , وَانْهَوْا عَنِ الْمُنْكَرِ , قَبْلَ أَنْ تَدْعُوا فَلَا يُسْتَجَابَ لَكُمْ " .
´It was narrated that ‘Aishah said:` “I heard the Messenger of Allah (ﷺ) say: ‘enjoin what is good and forbid what is evil, before you call and you are not answered.’”

Benefits and Issues:

To enjoin good means to encourage goodness in an appropriate manner.
A ruler may command his subjects, a father his children, and a husband his wife, as they are obliged to obey him.
Others cannot be commanded in this manner.

If one has the power to forbid evil, then it should be done by hand (such as a ruler, parents, or husband, etc.).
Otherwise, it is necessary to forbid with the tongue (as a scholar admonishes the public).
If even this is not possible, then it is necessary to harbor hatred for the sin in the heart.

Committing sins becomes an obstacle to the acceptance of supplications; therefore, one should repent.
