´It was narrated from Ibn ‘Umar that the Messenger of Allah (ﷺ) used to stop at ‘Arafat in Namirah Valley. When Hajjaj killed Ibn Zubair, he sent word to Ibn ‘Umar asking:` “At what hour did the Prophet (ﷺ) go out on this day?” He said: “When that time comes, we will go out.” So Hajjah sent a man to watch for the time when they went out. When Ibn ‘Umar wanted to set out, he said: “Has the sun passed the zenith?” They said: “It has not passed the zenith yet.” So he sat down. Then he said: “Has the sun passed the zenith?” They said: “It has not passed the zenith yet.” So he sat down. Then he said: “Has the sun passed the zenith?” They said: “Yes.” When they said that it had passed the zenith, he set out.

Benefits and Issues:
(1)
Our esteemed researcher has declared the mentioned narration weak in its chain of transmission, and further writes that its origin is in Sahih Muslim (1218).
Also, in the research of Sunan Abu Dawood (Urdu Hadith: 1914, Darussalam edition),
he writes that the narration of Sahih Muslim suffices for this.
In addition, Shaykh al-Albani rahimahullah has graded it as hasan.
Furthermore, the researchers of Musnad Ahmad write regarding it that the mentioned narration is indeed weak in its chain,
but other authentic narrations support the issue mentioned in the hadith,
that after the sun has declined, one should enter the boundaries of Arafat.
Therefore, despite the mentioned narration being weak in its chain, it is actionable and authoritative due to other supporting evidences.
For further details, see: (al-Mawsu‘ah al-Hadithiyyah, Musnad al-Imam Ahmad 8/399, 400)
and Sahih Abi Dawood (detailed), Hadith: 1672.

(2)
On the 9th of Dhul-Hijjah, one should stay in the valley of Namirah before the sun declines.
This place is within the boundaries of the Haram and is to the east of Arafat.

(3)
After the sun has declined, one should enter the boundaries of Arafat.
The plain of Arafat is outside the boundaries of the Haram.

(4)
Caliph Abd al-Malik was issued a written order by Hajjaj ibn Yusuf that in matters of Hajj, action should be taken according to the fatwa of Ibn ‘Umar radi Allahu anhu, and for this reason, he acted by asking him (Ibn ‘Umar) about the rulings. (Sahih al-Bukhari, Book of Hajj, Chapter: Departing Early on the Day of ‘Arafah, Hadith: 1660)

(5)
Rulers should seek guidance from the scholars and ensure that people act in accordance with the Shari‘ah.

1914. Commentary: The noble Companions (radi Allahu anhum ajma'in) did not consider any aspect of the practice established from the Messenger of Allah (sallallahu alayhi wa sallam) to be insignificant. Their utmost effort was that every part should be acted upon exactly as it was.
