´Ali bin Abi Talib said:` “I would not pay the blood money (Diyah) for those on whom I carried out the legal punishment, except for the wine-drinker. The Messenger of Allah did not institute anything in that case, rather it is something that we would do.”

Benefits and Issues:

In hadith 2571, it is narrated from Ali (radi Allahu anhu) that the Messenger of Allah (sallallahu alayhi wa sallam) administered forty lashes to the one who drank alcohol.
It appears that Ali (radi Allahu anhu) did not consider this quantity to be a fixed punishment, but rather regarded it as an estimated measure.

Umar (radi Allahu anhu) increased this punishment and prescribed eighty lashes. See: (Hadith: 2571)
Umar (radi Allahu anhu) determined this punishment after consultation with the Companions.
This suggestion was made by Abdur Rahman bin Awf (radi Allahu anhu), and the rest of the noble Companions (radi Allahu anhum) affirmed it by not differing. (Sahih Muslim, Hudud, Chapter: The Prescribed Punishment for Alcohol, Hadith: 1706)
