Benefits and Issues:

A law can only succeed in keeping society correct when its implementation is equal upon everyone and no one is exempt from it.

“Near and far” refers, relatively, to the closeness or distance of a person’s relationship with the rulers. Likewise, anything in a non-Islamic society that can save a criminal from the grip of the law becomes ineffective in an Islamic society—for example: wealth, property, or rank and position, etc.

When administering justice and punishing a criminal, only the pleasure of Allah should be kept in view, not whether people will criticize, object, or find fault.
