Brief Explanation
1؎: Hoarding («حکر» and «احتکار») is when a person buys goods and keeps them stored, waiting for the price to rise so that he can sell them at a higher rate. «جلب»: This is when someone brings goods from another region to the city for the purpose of selling.

A curse has been pronounced upon the one who hoards, from which it is understood that hoarding is forbidden (haram). However, what is meant here is that specific type of hoarding in which, at a time when grain is not available in the city and people are in need of it, someone acquires a large quantity of grain and locks it away, refusing to sell it to the townspeople, waiting instead for prices to rise even further before selling. This is forbidden because it causes hardship to people for the sake of one's own small benefit, and there is no sin equal to causing harm to others.
