حَدَّثَنَا أَبُو بَكْرِ بْنُ أَبِي شَيْبَةَ ، وَعَلِيُّ بْنُ مُحَمَّدٍ ، قَالَا : حَدَّثَنَا وَكِيعٌ ، عَنِ ابْنِ عَوْنٍ ، عَنْ حَفْصَةَ بِنْتِ سِيرِينَ ، عَنِ الرَّبَابِ أُمِّ الرَّائِحِ بِنْتِ صُلَيْعٍ ، عَنْ سَلْمَانَ بْنِ عَامِرٍ الضَّبِّيِّ ، قَالَ : قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ : " الصَّدَقَةُ عَلَى الْمِسْكِينِ صَدَقَةٌ ، وَهِي عَلَى ذِي الْقَرَابَةِ اثْنَتَانِ صَدَقَةٌ ، وَصِلَةٌ " .
´Salman bin Amir Dabbi narrated that:` the Messenger of Allah said: “Charity given to the poor is charity, and that given to a relative is two things: charity and upholding the ties of kinship.”

Benefits and Issues:
➊ In giving zakat and charity, one should give greater importance to one's relatives and close family members.
➋ Just as zakat and charity are fulfilled by giving them to a stranger, in the same way, they are also fulfilled by giving them to one's relatives and close family members; in fact, it is even more rewarding.
➌ Those individuals whose maintenance (nafaqah) is, according to the Shari‘ah, the responsibility of the one giving charity, giving to them does not fulfill the obligation of zakat and charity. Therefore, zakat and charity should be given to other relatives besides them.

Hafiz Muhammad Ameen
The poor relative, due to his closeness, is more deserving; therefore, giving to him brings double reward: the reward of charity (sadaqah) and the reward of maintaining family ties (silat ar-rahm). However, a relative whose expenses are the responsibility of the one giving zakat cannot be given zakat, for example: wife, children, mother, father. But zakat can be given to siblings who live separately.
