Brief Explanation
1؎: Everyone waters their animals in their own settlement, so the meaning is that the one collecting zakat will go to their settlements to collect zakat; it will not be that they are called outside their settlements to give zakat. This too is a kindness towards the subjects. Another benefit for the collector in collecting zakat at the watering place is that there all the herds and all the animals of each herd gather to drink water, which makes counting easy, whereas in the pastures the animals are scattered, and counting them there becomes difficult.

Benefits and Issues:
➊ In previous times, every person would take their animals to the spring to give them water, or water would be provided at their own wells. Special arrangements were made particularly for camels, and each person would prepare a reservoir for his camels, near which there would be an enclosure for the camels.
The meaning of the hadith is that the collector should go to the places where people’s herds graze and feed, and there collect the zakat.
Those who are to give zakat should not be instructed to bring their livestock to the official (the officer collecting zakat) and pay zakat there.
This would be a hardship for the owners of the animals, whereas it is easy for the collector to reach every place.
In Islamic Shariah, the convenience of the public and the subjects has been given the utmost consideration.
