Benefits and Issues:

The distinction between the elderly and the young is also narrated from the Messenger of Allah (sallallahu alayhi wa sallam) in Sunan al-Bayhaqi. (See: 4/232)

Generally, an elderly person has more self-control than a young person.
That is why the issue has been stated in this manner.
If a person, despite being of advanced age, possesses the strength and passion like that of the young, then he should observe abstinence as the young do.
And if a young person does not have such passion, but rather has self-control, then for him the concession given to the elderly will apply.
