Benefit:
The aforementioned narration has been declared weak in its chain of transmission by our esteemed researcher. However, other scholars have deemed it authentic. Furthermore, regarding the application of kohl (surma) while fasting, the practice of Hazrat Anas radi Allahu anhu is narrated in Sunan Abu Dawood, that he used to apply kohl while fasting. Shaykh al-Albani rahimahullah has graded this as hasan mawquf. Likewise, it is also mentioned in Sunan Abu Dawood that al-A‘mash (who is among the minor Tabi‘in) says: "I did not find any of my scholarly friends (jurists and hadith scholars) who considered kohl to be disliked for the fasting person." And Ibrahim al-Nakha‘i rahimahullah used to permit the fasting person to use aloes (ilwa) as kohl. See: (Sunan Abi Dawood, Kitab al-Siyam, Chapter: Regarding Kohl at the Time of Sleep for the Fasting Person, Hadith: 2379, 2378).

In light of these evidences, applying kohl to the eyes while fasting does not harm the fast; therefore, it is permissible to apply kohl or medicine to the eyes while fasting.
