If the gathering is large, it is necessary to ascend a high place in order to convey the voice to everyone. The Messenger of Allah (sallallahu alayhi wa sallam) performed almost the entire Farewell Pilgrimage (Hajjat al-Wada') while mounted on a camel so that people could see him and learn the rites of Hajj. In the case of the sermon (khutbah), it is even more necessary to be mounted on a camel.
