It was narrated from Ubayy bin Ka’b that the Messenger of Allah (ﷺ) used to pray Witr and he would recite Qunut before Ruku’.

Benefits and Issues:
➊ The supplication of Qunoot is recited in the last unit (rak‘ah) of Witr, and on special occasions it is also recited in obligatory (fard) prayers, which is called Qunoot Nazilah.
➋ In various narrations, Qunoot is mentioned both before bowing (ruku‘) and after bowing; therefore, both ways are permissible. One may recite it before or after ruku‘, but it is better and more virtuous to recite the supplication of Qunoot in Witr before ruku‘, because the narration regarding reciting it after ruku‘ is weak. However, the supplication of Qunoot Nazilah should be recited after ruku‘, as this is explicitly stated in the ahadith. And Allah knows best.
