Benefit:
The aforementioned narration has been declared weak in its chain of transmission by our esteemed researcher. However, in support and authentication of this issue, other narrations are also transmitted, which are somewhat weak in their chains. But at the very least, they indicate the legitimacy and sunnah status of offering greetings (salam). Furthermore, while investigating the aforementioned narration, Zuhair al-Shadish and Shu'ayb al-Arna'ut have mentioned its other supporting evidences in the footnotes of Sharh al-Sunnah. They have also written regarding Abu Bakr (radi Allahu anhu) and Umar (radi Allahu anhu) that after the Prophet (sallallahu alayhi wa sallam), both of these companions used to act upon this issue. Likewise, the same practice has been reported from Abdullah ibn Abbas (radi Allahu anhu), Abdullah ibn al-Zubayr (radi Allahu anhu), and Umar ibn Abd al-Aziz (rahimahullah). See: (Sharh al-Sunnah: 4/242, 243). Shaykh al-Albani (rahimahullah) has also graded the aforementioned narration of Ibn Majah as hasan (good). See: (al-Ajwibah al-Nafi'ah, p. 58).

In conclusion, if all the narrations regarding this issue are gathered, it becomes clear that for the khatib to offer salam before Jumu'ah is recommended and desirable. Furthermore, even if the aforementioned narration is not accepted as authentic after gathering all the narrations on this issue, then at the very least, this narration becomes hasan li ghayrihi (good due to supporting narrations), which, according to the hadith scholars, is acceptable for practice and as evidence.

And Allah knows best.

The Khateeb Saying "As-Salamu Alaikum" to the People While Sitting on the Minbar
There is no authentic hadith that establishes the practice of the khateeb saying "as-salamu alaikum" to the people while sitting on the minbar. In this regard, the narration found in Sunan Ibn Majah [1109] and similar sources is weak due to the weakness (because of ikhtilat—confusion in narration) and tadlis (concealment of the source) of Abdullah bin Lahi‘ah. There are also weak supporting narrations in Musannaf Ibn Abi Shaybah and Musannaf ‘Abd al-Razzaq and others, but even when combined, the narration remains weak.

If the imam is already present in the mosque, he should ascend the minbar without giving salam and begin the khutbah after the adhan. If he comes from outside into the mosque, he should give salam upon entering the mosque.

It is narrated from ‘Amr bin Muhajir that ‘Umar bin ‘Abd al-‘Aziz (rahimahullah), when he ascended the minbar, would say salam to the people and they would respond to him. [مصنف ابن ابي شيبه 2/ 114ح 5197 وسنده حسن]

From this action of the best generations (khayr al-quroon), it is understood that it is permissible for the khateeb to say salam to the people before the khutbah; therefore, calling it an innovation (bid‘ah) is incorrect. And if he does not say salam in this situation, that is also perfectly correct.
