 Lexical Explanation:
«أَهْلَ قُبَآءٍ» is the object of the verb «سَأَلَ», and «قُبَاء» is with a dammah on the letter "qaf," an alif mamdudah at the end, and with the lightening (takhfif) of the letter "ba." Some say it is masculine and declinable (mansarif), while others say it is feminine and indeclinable (ghayr mansarif). It is the name of a famous place located three miles south of Madinah.
«يُثْنِي عَلَيْكُمْ» means that Allah, the Lord of Might and Majesty, has praised you with His statement: «فِيْهِ رِجَالٌ يُحِبُّوْنَ أَنْ يَّتَطَهَّرُوْا ۚ وَاللَّهُ يُحِبُّ الْمُطَّهِّرِيْنَ» [التوبة 9 : 108] "Among them are men who love to purify themselves, and Allah loves those who purify themselves."
«نُتْبِعُ الْحِجَارَةَ الْمَاءَ» means that first we perform istinja (cleansing after relieving oneself) with stones, then after that we clean with water, and «نُتْبِعُ» is from the baab if‘aal (form IV verb). «اَلْحِجَارَةَ» is its first object, and «اَلْمَاءَ» is the second object.
«بِسَنَدٍ ضَعِيْفٍ» This is considered weak because Muhammad bin Abdul Aziz narrated from Imam Zuhri, and he is weak. Likewise, in this chain, Abdullah bin Shabeeb is also a weak narrator. However, the hadith of Abu Hurairah radi Allahu anhu, in which only cleansing with water is mentioned, is authentic. Therefore, the narration mentioned under the chapter heading, except for the mention of stones, becomes hasan (good) due to its corroboration with this narration.

In Sahih Muslim, it is narrated from Abu Sa'id al-Khudri radi Allahu anhu that he asked the Messenger of Allah sallallahu alayhi wa sallam about this matter, so the Prophet sallallahu alayhi wa sallam declared the Prophet's Mosque (Masjid al-Nabawi) to be the referent of this verse:
See: (Sahih Muslim, Kitab al-Hajj, Chapter: Clarification that the mosque founded upon piety is the Prophet's Mosque in Madinah, Hadith: 1398)
However, since the foundation of Masjid Quba was also laid by the Messenger of Allah sallallahu alayhi wa sallam himself, it too can be considered a mosque built upon piety ﴿لَمَسْجِدٌ اُسِّسَ عَلَي التَّقْوٰي﴾, a mosque of pure people.
