وعن أبي هريرة رضي الله تعالى عنه : أن رسول الله صلى الله عليه وآله وسلم كان يؤتى بالرجل المتوفى عليه الدين فيسأل : « هل ترك لدينه من قضاء ؟ » فإن حدث أنه ترك وفاء صلى عليه وإلا قال : « صلوا على صاحبكم » فلما فتح الله عليه الفتوح قال :« أنا أولى بالمؤمنين من أنفسهم فمن توفي وعليه دين فعلي قضاؤه ». متفق عليه. وفي رواية للبخاري : « فمن مات ولم يترك وفاء ».
Narrated Abu Hurairah (RA): A man who had died in debt would be brought to Allah's Messenger (ﷺ) and he would ask, "Has he left anything to discharge his debt?" If he was told that he left enough he would pray over him. Otherwise, he would say, "Pray over your companion." Then, when Allah brought the conquests (of other lands) at his hands he said, "I am closer to the believers than their own selves. So, whoever dies leaving a debt, the responsibility for repaying it shall be upon me." [Agreed upon]. A narration by al-Bukhari has: "Whoever dies and leavings nothing to discharge his debt..."

«أخرجه البخاري، النفقات، باب قول النبي صلي الله عليه وسلم من ترك كلًّا أو ضياعًا فإلي، حديث:5371، ومسلم، الفرائض، باب من ترك مالاً فلورثته، حديث:1619.»©Explanation:
➊ The Islamic state is responsible for fulfilling the needs of its citizens, to the extent that if any Muslim citizen passes away while in debt and leaves behind no inheritance for the repayment of the debt, and if no close relative or friend guarantees the repayment, then in such a case, the debt will be paid from the public treasury (Bayt al-Mal) of the Islamic state.
➋ From this hadith, we learn about the love and compassion of the Prophet (sallallahu alayhi wa sallam) for the disabled, the helpless, and those in debt among his ummah, and how merciful, sympathetic, and caring he was towards them.
➌ The heads of state should be just as compassionate and merciful towards their subjects.
