Hadith 680

وعن معمر بن عبد الله رضي الله تعالى عنه ،‏‏‏‏ عن رسول الله صلى الله عليه وآله وسلم قال: «لا يحتكر إلا خاطىء» . رواه مسلم.
Narrated Ma'mar bin 'Abdullah (RA): Allah's Messenger (ﷺ) said: "None withholds goods till the price rises but a sinner." [Reported by Muslim].

➊ This hadith prohibits hoarding.
That is, when a person buys something and stores it with the intention that when the prices rise, he will sell it, even though there is great demand for it among the public.
➋ The wording of the hadith is general, but the majority (jumhur) have taken it to refer only to food and drink items for humans and animals.
Other items are exempt from this prohibition.
➌ Hoarding (ihtikar) in such a manner is undoubtedly forbidden (haram) when it causes a shortage of essential goods, and those who possess these items hide them away.
➍ Hoarding is forbidden (haram) for traders.
➎ If a landowner (zamindar) withholds his own produce, there is some allowance for him.
However, when the shortage of grain becomes severe, then it will not be permissible for him to withhold the grain either.
Narrator of the hadith: «معمر بن عبداللّٰہ بن نافع بن نضلہ بن حرثان العدوی رضی اللہ عنہ » This is Ibn Abi Ma'mar.
He was a Companion (sahabi) of high rank and among the early Muslims.
He migrated to Abyssinia, and his migration to Madinah was somewhat delayed; then he also migrated to Madinah and settled there.
