Narrated Ibn 'Abbas (RA): Allah's Messenger (ﷺ) said: "Whoever hears the call for prayer and and does not come (to the mosque for prayer), his prayer will not be accepted from him, unless he has a (legitimate) excuse." [Reported by Ibn Majah, ad-Daraqutni, Ibn Hibban and al-Hakim. Its chain of narration meets Muslim's conditions, but some Hadith scholars held that the stronger view is that it is Mawquf (saying of a Companion)].

From this hadith as well, it is understood that congregational prayer (salah in jama‘ah) is obligatory.
At the end of this same hadith in Abu Dawud, it is mentioned that the noble Companions (radi Allahu anhum) asked: “What is the excuse?” He (sallallahu alayhi wa sallam) replied: “Fear and illness.”
Also, in it, instead of «لاَصَلاَۃَ…», it is stated that Allah, the Exalted, does not accept his prayer; however, there is weakness in its chain of narration.
(Sunan Abi Dawud, Kitab al-Salat, Chapter: The stern warning regarding abandoning the congregation, Hadith: 551) Furthermore, wind and rain, extremely cold wind, and fear, etc., are also included among the valid excuses.

The meaning of "the prayer not being accepted" is that he will not receive the full reward of the prayer, or he will be deprived of its blessings.
