Hadith 288

وعن أبي هريرة أن النبي صلى الله عليه وآله وسلم قرأ في ركعتي الفجر : ( قل يا أيها الكافرون ) و : ( قل هو الله أحد ) . رواه مسلم.
Narrated Abu Hurairah (RA): The Prophet (ﷺ) recited Surat al-Kafirun, and Surat al-Ikhlas in the two (voluntary) Rak'at of the Fajr (prayer). [Reported by Muslim].

Reciting these surahs in these two rak‘ahs is Sunnah.
One should recite them with the intention of following the Sunnah.
This does not mean that reciting any other surah is prohibited; rather, reciting the mentioned surahs is recommended (mustahabb) and Sunnah.
The Messenger of Allah (sallallahu alayhi wa sallam) himself would sometimes recite other portions besides these two surahs in the Sunnahs of Fajr.
