Narrated Khalid bin Ma'dan (RA): Surat al-Hajj has been distinguished by two prostrations. [Abu Dawud reported it among al-Marasil (a broken chain after the Tabi'i)]. Ahmad and at-Tirmidhi reported the above Hadith through a full chain of narrators from 'Uqba bin 'Aamir. It has the addition: "If anyone does not make two prostrations (when reciting Surat Al-Hajj), he should not recite it." [The chain of this Haditb is Da'if (weak)].

«أخرجه أبوداود في المراسيل، حديث:70 وسنده ضعيف لإرساله، وأحمد: 4 /151، والترمذي، الجمعة، حديث:578 من حديث عقبة بن عامر، وسنده حسن لذاته.»©Explanation:
➊ From this hadith, it is understood that both prostrations (sajdahs) of Surah Al-Hajj should be performed. Regarding the one who does not perform them, it is stated that he should not recite it. The wisdom behind this appears to be that the recitation of the Noble Qur’an is recommended (mustahabb), and performing the prostration of recitation (sajdat al-tilawah) is a sunnah. It is better to abandon the recommended act than to abandon a sunnah; that is, one should not recite it at all so that he does not become one who abandons a sunnah.
➋ ‘Umar, ‘Abdullah ibn ‘Umar, ‘Abdullah ibn Mas‘ud, ‘Abdullah ibn ‘Abbas, Abu Musa, Abu Darda’, ‘Ammar ibn Yasir, and other noble Companions (radi Allahu anhum) used to perform both prostrations in Surah Al-Hajj. For details, see: (Nayl al-Awtar: 3/110). Therefore, to declare this narration as inapplicable is incorrect.

«خالدبن معدان رحمہ اللہ » His kunyah is Abu ‘Abdullah Kala‘i (with a fathah on the kaf). He was a resident of Hims. He is counted among the jurists of the Tabi‘in. His statement is that he met seventy Companions (radi Allahu anhum). He passed away in 103 or 104 or 108 Hijri. In Ma‘dan, the mim has a fathah and the ‘ayn is sakin.
