Narrated Ibn 'Abbas (RA): The Prophet (ﷺ) said to a man, "Do you see the sun?" He replied, "Yes." He said, "Give witness in a similar case [which is as clear as the sun], or leave it." [Ibn 'Adi reported it with a Da'if (weak) chain or narrators, and al-Hakim graded it Sahih (authentic), but he was mistaken].

Takhrij:
«أخرجه ابن عدي في الكامل:6 /2213، وفيه عمرو بن مالك البصري «ضعيف، تابعه سليمان الشاذكوني وهو متهم» from Muhammad bin Sulayman bin Mashmul from Abdullah bin Salamah bin Wahram, recorded by Al-Hakim: 4/98, 99, and Al-Dhahabi commented on it.
Explanation:
The aforementioned narration is weak in its chain of transmission; however, the correct view is that testimony should only be given when a person is fully certain, otherwise it is better to refrain from giving testimony.
It is not permissible to give testimony based merely on conjecture or assumption.
And Allah knows best.
