Hadith 1153

وعن ابن عباس رضي الله عنهما أن النبي صلى الله عليه وآله وسلم قال: « لا تتخذوا شيئا فيه الروح غرضا » رواه مسلم.
Ibn 'Abbas (RAA) narrated that the Messenger of Allah (ﷺ) said: "Do not take any living creature as a target."Related by Muslim.

From this hadith, it is understood that it is forbidden (haram) to tie up an animal and shoot arrows or the like at it, because this causes it severe pain.
Islamic law (Shari‘ah) is not in favor of causing harm or pain even to animals.
