وَقَالَ الزُّهْرِيُّ مِنَ اللَّهِ الرِّسَالَةُ وَعَلَى رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ الْبَلَاغُ وَعَلَيْنَا التَّسْلِيمُ ، وَقَالَ اللَّهُ تَعَالَى : لِيَعْلَمَ أَنْ قَدْ أَبْلَغُوا رِسَالاتِ رَبِّهِمْ سورة الجن آية 28 ، وَقَالَ تَعَالَى : أُبَلِّغُكُمْ رِسَالاتِ رَبِّي سورة الأعراف آية 62 ، وَقَالَ كَعْبُ بْنُ مَالِكٍ حِينَ تَخَلَّفَ عَنِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ فَسَيَرَى اللَّهُ عَمَلَكُمْ وَرَسُولُهُ وَالْمُؤْمِنُونَ ، وَقَالَتْ عَائِشَةُ إِذَا أَعْجَبَكَ حُسْنُ عَمَلِ امْرِئٍ فَقُلِ اعْمَلُوا فَسَيَرَى اللَّهُ عَمَلَكُمْ وَرَسُولُهُ وَالْمُؤْمِنُونَ وَلَا يَسْتَخِفَّنَّكَ أَحَدٌ ، وَقَالَ مَعْمَرٌ ذَلِكَ الْكِتَابُ هَذَا الْقُرْآنُ هُدًى لِلْمُتَّقِينَ بَيَانٌ وَدِلَالَةٌ كَقَوْلِهِ تَعَالَى : ذَلِكُمْ حُكْمُ اللَّهِ سورة الممتحنة آية 10 هَذَا حُكْمُ اللَّهِ لَا رَيْبَ ، لَا شَكَّ تِلْكَ آيَاتُ يَعْنِي هَذِهِ أَعْلَامُ الْقُرْآنِ وَمِثْلُهُ حَتَّى إِذَا كُنْتُمْ فِي الْفُلْكِ وَجَرَيْنَ بِهِمْ يَعْنِي بِكُمْ ، وَقَالَ أَنَسٌ بَعَثَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ خَالَهُ حَرَامًا إِلَى قَوْمِهِ ، وَقَالَ : أَتُؤْمِنُونِي أُبَلِّغُ رِسَالَةَ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ ، فَجَعَلَ يُحَدِّثُهُمْ .
And Zuhri said: Sending a message from Allah, and delivering Allah’s message to His Messenger, and for us to submit to it. And (in Surah al-Jinn) He said: «ليعلم أن قد أبلغوا رسالات ربهم» “So that the Messenger may know that they have conveyed the messages of their Lord.” And (in Surah al-A’raf), (from the tongues of Nuh [Noah] and Hud, peace be upon them), He said: «أبلغكم رسالات ربي» “I convey to you the messages of my Lord.” And Ka’b bin Malik, when he stayed behind from the Battle of Tabuk and did not accompany the Prophet (ﷺ), said: Soon Allah and His Messenger will see your deeds. And Aisha (may Allah be pleased with her) said: When you are pleased with someone’s deed, say: Keep on working, Allah and His Messenger and the believers will see your deeds; let not someone’s good deed deceive you. And Ma’mar said (regarding Surah al-Baqarah), about His saying: «ذلك الكتاب» — by “the Book” is meant the Qur’an. «هدى للمتقين» — He is the Guide, meaning the one who shows the true path to the God-fearing. As (in Surah al-Mumtahanah) He said: «ذلكم حكم الله» “This is Allah’s command, in which there is no doubt,” meaning, without doubt, these are the verses sent down by Allah, i.e., the signs of the Qur’an. (The meaning is that in both verses, «ذلك» refers to «هذا».) Its example is as (in Surah Yunus), «وجرين بهم» refers to «وجرين بكم». And Anas said that the Prophet (ﷺ) sent his maternal uncle, Haram bin Milhan, to his people, Banu ‘Amir. Haram said to them: Will you grant me protection so that I may convey to you the message of the Prophet (ﷺ)? And he began to speak with them.
Narrated Al-Mughira: Our Prophet has informed us our Lord's Message that whoever of us is martyred, will go to Paradise.

Hadith Commentary:
This hadith is part of a lengthy narration.
It was delivered when Mughirah ibn Shu'bah radi Allahu anhu gave an impassioned speech before the Persian army.
When the Persian commander asked, "Who are you and what is your objective?" the quoted excerpt is from the introduction that Mughirah radi Allahu anhu gave about himself.

Imam al-Bukhari rahimahullah's purpose in citing this hadith is to show that whatever commands, prohibitions, promises, threats, and accounts of previous nations came from Allah Ta'ala, the Messenger of Allah sallallahu alayhi wa sallam fulfilled his responsibility by conveying them to us in their entirety.
The conveying of messages is an action and deed of the Noble Messenger sallallahu alayhi wa sallam, and this is distinct from the actual messengership (risalah); conveying is a created act, whereas messengership consists of Allah Ta'ala's commands and prohibitions.
That (i.e., the message) is the speech of Allah Ta'ala, uncreated.
