وَقَالَ بَعْضُهُمْ صَاحِبُ الدَّابَّةِ أَحَقُّ بِصَدْرِ الدَّابَّةِ إِلَّا أَنْ يَأْذَنَ لَهُ
Some have said that the owner of the animal has more right to sit in front on the animal. However, if he gives permission to someone else (to sit in front), then it is permissible.
حَدَّثَنِي
مُحَمَّدُ بْنُ بَشَّارٍ ، حَدَّثَنَا
عَبْدُ الْوَهَّابِ ، حَدَّثَنَا
أَيُّوبُ ، ذُكِرَ شَرُّ الثَّلَاثَةِ عِنْدَ
عِكْرِمَةَ ، فَقَالَ قَالَ
ابْنُ عَبَّاسٍ " أَتَى رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ وَقَدْ حَمَلَ قُثَمَ بَيْنَ يَدَيْهِ وَالْفَضْلَ خَلْفَهُ ، أَوْ قُثَمَ خَلْفَهُ وَالْفَضْلَ بَيْنَ يَدَيْهِ فَأَيُّهُمْ شَرٌّ أَوْ أَيُّهُمْ خَيْرٌ " .
Narrated Aiyub: The worst of three (persons riding one, animal) was mentioned in `Ikrima's presence `Ikrima said, "Ibn `Abbas said, '(In the year of the conquest of Mecca) the Prophet came and mounted Qutham in front of him and Al-Fadl behind him, or Qutham behind him and Al-Fadl in front of him.' Now which of them was the worst off and which was the best?"

Hadith Commentary:
To say that the one in front is bad, or the one in the middle, or the one at the back—this is all incorrect.
The prohibition of seating three people together on one mount is solely because the animal should not be burdened beyond its capacity.
Now, this depends on the circumstances: how many people can sit on which animal.
If an animal cannot even bear the weight of one person, then for even one to sit on it is also prohibited.

It was mentioned in the presence of Ikrimah that three people sitting on one mount is extremely improper, so he cited an action of the Messenger of Allah (sallallahu alayhi wa sallam) on the authority of Ibn Abbas (radi Allahu anhu) and refuted this position.

Imam Bukhari (rahimahullah) has established from this hadith that the right to sit at the front of the mount belongs to the owner; however, if he himself relinquishes this right, then someone else may also sit at the front, just as the Messenger of Allah (sallallahu alayhi wa sallam) seated Qutham or Fadl (radi Allahu anhuma) at the front. This issue is explained even more clearly in another hadith. That is, once the Messenger of Allah (sallallahu alayhi wa sallam) was walking on foot, and a man riding a donkey passed by and said: "O Messenger of Allah! Please ride," and he moved back. The Prophet (sallallahu alayhi wa sallam) said: "You have more right to sit at the front, but if you willingly allocate the front part for me, then it is fine." He said: "I have done so for you," so the Prophet (sallallahu alayhi wa sallam) sat at the front. (Sunan Abi Dawud, Al-Jihad, Hadith: 2572)

Hafiz Ibn Hajar (rahimahullah) writes that the owner has more right to sit at the front of his mount because sitting at the front is a source of honor for a person, and as the owner, he is more deserving of this honor. Furthermore, he is aware of the ups and downs of the path, and all the tasks such as when and how to turn the animal can only be performed by sitting at the front. (Fath al-Bari: 10/488)
