Hadith 5932

Narrated Humaid bin `Abdur-Rahman bin `Auf: that in the year he performed Hajj. he heard Mu'awiya bin Abi Sufyan, who was on the pulpit and was taking a tuft of hair from one of his guards, saying, "Where are your religious learned men? I heard Allah's Apostle forbidding this (false hair) and saying, 'The children of Israel were destroyed when their women started using this.'"

Hadith Commentary:
(1)
In one narration, Amir Muawiyah radi Allahu anhu said:
I saw this tuft of hair with my family, and they informed me that women use it to make their hair appear longer.
(al-Mu'jam al-Kabir by al-Tabarani: 19/322, no. 732)
In another narration, he said: In my opinion, this practice is done by the Jews.
(Fath al-Bari: 10/460)
(2)
This means that the family of Amir Muawiyah radi Allahu anhu was completely unfamiliar with this practice.
The women of Bani Isra'il used artificial hair, and the men were pleased with it, which led to their destruction.
In any case, grafting artificial hair is forbidden (haram).
(3)
Women use paranda (hair tassel) to manage their hair; this is not included in the prohibition.
However, if it is attached in such a way that it becomes indistinguishable from the real hair and the artificial part cannot be differentiated from the original hair, then its use is questionable.
And Allah knows best.
