Narrated Sa`id bin Jubair: Ibn `Abbas said, "I have learnt all the Muhkam Suras during the life time of Allah's Apostle." I said to him, 'What is meant by the Muhkam?" He replied, "The Mufassal."

Hadith Commentary:
That is, from Surah Al-Hujurat to the end of the Qur'an.
By "muhkam" is meant that which has not been abrogated.
"Faqultu lahu" is the statement of Abu Bishr, and the pronoun in "qala" refers back to Sa'id ibn Jubayr. The evidence for this is that in the following narration, it is explicitly stated that this is the statement of Sa'id ibn Jubayr. Hafiz has said the same, and 'Ayni, according to his usual habit, has objected to Hafiz, claiming that this is contrary to the apparent meaning.
The apparent meaning is that "faqultu lahu" is the statement of Sa'id, and the pronoun "lahu" refers to Ibn 'Abbas.
The answer to this is that Hafiz himself has said that the apparent and immediate understanding is indeed this, but he has interpreted the ambiguous narration in accordance with the clarified narration, and this is what is appropriate.

Ibn Abbas (radi Allahu anhu) had memorized the definitive (muhkam) surahs in his childhood, thus it is understood that teaching the Noble Qur’an to children is permissible; rather, from this perspective, it is better that children be familiarized with it from the very beginning so that the love of the Qur’an becomes deeply rooted in their hearts. Furthermore, the Qur’an memorized in childhood is like an inscription on stone. Our experience is that the Qur’an memorized in childhood is not forgotten.

In this hadith, “muhkam” refers to those surahs that have not been abrogated. In this context, “muhkam” is not in contrast to “mutashabih” (ambiguous), and the “mufassal” surahs are those from Surah Hujurat to the end of the Qur’an.

The statement of Ibn Abbas (radi Allahu anhu) that “I was ten years old” is in reference to his memorization. In fact, the wording is that when the Messenger of Allah (sallallahu alayhi wa sallam) passed away, I had memorized the definitive surahs at the age of ten. In any case, at the time of the Messenger of Allah’s (sallallahu alayhi wa sallam) passing, Ibn Abbas (radi Allahu anhu) was older than ten years.
