حَدَّثَنَا
عُمَرُ بْنُ حَفْصٍ ، حَدَّثَنَا
أَبِي ، حَدَّثَنَا
الْأَعْمَشُ ، حَدَّثَنَا
مُسْلِمٌ ، عَنْ
مَسْرُوقٍ ، قَالَ : قَالَ
عَبْدُ اللَّهِ رَضِيَ اللَّهُ عَنْهُ : " وَاللَّهِ الَّذِي لَا إِلَهَ غَيْرُهُ مَا أُنْزِلَتْ سُورَةٌ مِنْ كِتَابِ اللَّهِ إِلَّا أَنَا أَعْلَمُ أَيْنَ أُنْزِلَتْ ، وَلَا أُنْزِلَتْ آيَةٌ مِنْ كِتَابِ اللَّهِ إِلَّا أَنَا أَعْلَمُ فِيمَ أُنْزِلَتْ ، وَلَوْ أَعْلَمُ أَحَدًا أَعْلَمَ مِنِّي بِكِتَابِ اللَّهِ تُبَلِّغُهُ الْإِبِلُ ، لَرَكِبْتُ إِلَيْهِ " .
Narrated `Abdullah (bin Mas`ud): By Allah other than Whom none has the right to be worshipped! There is no Sura revealed in Allah's Book but I know at what place it was revealed; and there is no Verse revealed in Allah's Book but I know about whom it was revealed. And if I know that there is somebody who knows Allah's Book better than I, and he is at a place that camels can reach, I would go to him.

From this hadith, it is understood that in times of necessity, a person may praise himself to the extent of need.
However, to do so out of pride and arrogance is blameworthy.

Abdullah ibn Mas'ud radi Allahu anhu made this statement at the time when Uthman radi Allahu anhu ordered that, apart from the official copies of the Qur'an, all other private and personal copies be burned, and Abdullah ibn Mas'ud radi Allahu anhu refused to hand over his copy.
He also claimed that, regarding the 'Ardah Akhirah (the final presentation of the Qur'an with Jibril alayhis salam to the Messenger of Allah sallallahu alayhi wa sallam), no one besides him knew its recitation; if he were to know of such a person, he would certainly go to him.

In any case, Imam Bukhari rahimahullah has narrated this hadith to establish his (Ibn Mas'ud's) expertise in the Qur'an.
