حَدَّثَنَا
أَحْمَدُ بْنُ يُونُسَ ، حَدَّثَنَا
أَبُو بَكْرٍ يَعْنِي ابْنَ عَيَّاشٍ ، عَنْ
حُصَيْنٍ ، عَنْ
عَمْرِو بْنِ مَيْمُونٍ ، قَالَ : قَالَ
عُمَرُ رَضِيَ اللَّهُ عَنْهُ : أُوصِي الْخَلِيفَةَ بِالْمُهَاجِرِينَ الْأَوَّلِينَ أَنْ يَعْرِفَ لَهُمْ حَقَّهُمْ ، وَأُوصِي الْخَلِيفَةَ بِالْأَنْصَارِ الَّذِينَ تَبَوَّءُوا الدَّارَ وَالْإِيمَانَ مِنْ قَبْلِ أَنْ يُهَاجِرَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ ، أَنْ يَقْبَلَ مِنْ مُحْسِنِهِمْ ، وَيَعْفُوَ عَنْ مُسِيئِهِمْ " .
Narrated `Umar: I recommend that my successor should take care of and secure the rights of the early emigrants; and I also advise my successor to be kind to the Ansar who had homes (in Medina) and had adopted the Faith, before the Prophet migrated to them, and to accept the good from their good ones and excuse their wrong doers.

Hadith Commentary:
1.
When Umar al-Faruq radi Allahu anhu was wounded, before his martyrdom he made this will:
Whoever becomes the caliph after me should take special care of those who migrated first (the Muhajirun), because they left their homeland, wealth, and homes for the sake of elevating the religion of Islam.
The earliest Muhajirun are those Companions who migrated to Madinah Tayyibah before the change of the qiblah (direction of prayer).
Similarly, he also made a will regarding the Ansar, that they supported the helpless Muhajirun in difficult times and assisted them; they too should be given special consideration.
2.
The remaining part of this will is as follows:
I advise the coming caliph to treat the urban population well, because these people are the helpers of Islam, gatherers of wealth, and a source of hardship for the enemies of Islam. Also, only that which is surplus to their needs should be taken from them, and it should be taken with their consent.
I advise the coming caliph to treat the rural population well, because they are the original Arabs and the root of Islam.
The leftover wealth should be taken from them and spent on their needy people.
