Hadith Commentary:

There are several meanings of (إِنْ تَوَلَّيْتُمْ) in the noble verse, as follows:
➊ If you are given authority: Generally, when one attains power and authority, justice, fairness, and moderation do not remain established. Greed and desire for the world increase, the result of which is widespread turmoil and corruption, and severing of ties with others.
➋ To turn away: That is, if you turn away from striving (jihad) in the path of Allah, then peace and security will not be established in the world. When there is no justice, then corruption, insecurity, and denial of rights will prevail.
➌ To turn away from faith: That is, when you neglect the requirements of faith, then the condition of the Age of Ignorance (Jahiliyyah) will return. In such a way that even over trivial matters, family ties will be severed.

This verse can also refer to the hypocrites: that this is what can be expected from you—that through your hypocritical mischief, you will cause disorder in the land, and you will not care at all for those Muslims with whom you have kinship ties.
In any case, these ahadith highlight the importance of maintaining family ties (silat ar-rahm).
