Narrated Al-Qasim bin Abi Bazza: That he asked Sa`id bin Jubair, "Is there any repentance of the one who has murdered a believer intentionally?" Then I recited to him:-- "Nor kill such life as Allah has forbidden except for a just cause." Sa`id said, "I recited this very Verse before Ibn `Abbas as you have recited it before me. Ibn `Abbas said, 'This Verse was revealed in Mecca and it has been abrogated by a Verse in Surat-An-Nisa which was later revealed in Medina."

The position of Ibn Abbas radi Allahu anhu was that there is no repentance for the murderer.
The verse in Surah Al-Furqan in which repentance for the murderer is mentioned is a Makkan verse, which has been abrogated by the following Madinan verse from Surah An-Nisa:
"And whoever kills a believer intentionally, his recompense is Hell, wherein he will abide forever. Allah is angry with him, has cursed him, and has prepared for him a great punishment." (: An-Nisa 4:93)

In any case, the position of Ibn Abbas radi Allahu anhu is contrary to the majority of the scholars.
It is possible that he adopted this view as a preventive measure, or that he interpreted it as referring to istihlal (i.e., one who considers killing to be lawful).
Otherwise, all sins are forgiven through repentance.
