Hadith Commentary:
The women of Arabia used to wear a shirt (kamees) whose neckline remained open at the front, exposing the chest and breasts to view. Therefore, they were commanded to cover their necklines with a shawl (khimar).
Covering the chest and neckline is also obligatory for women.
For this purpose, using a dupatta (scarf), and if available, wearing a burqa (outer garment) over it is better. If a burqa is not available, then in any case, it is obligatory for a woman to cover her entire body with a dupatta or shawl, as this is among the obligatory acts of veiling (hijab).

Hadith Commentary:
1.
When the women of Quraysh and their virtues were mentioned in the presence of Aisha radi Allahu anha, she said:
Undoubtedly, the women of Quraysh are virtuous, but by Allah! I have not seen anyone surpass the women of the Ansar in affirming the Qur’an and believing in it. When the verse of Surah An-Nur was revealed:
“And let them draw their veils over their bosoms,”
their men recited this verse to them in their homes, and they immediately acted upon it.
They tore their sheets and made head coverings (dupattas) from them, and performed the morning prayer wearing these head coverings, as if crows were sitting on their heads. Hafiz Ibn Hajar rahimahullah reconciled these narrations by stating that the women of the Ansar were very quick in acting upon this verse.
(Fath al-Bari: 8/822)
2.
After the revelation of this verse, the head covering (dupatta) became a part of Islamic culture.
Its purpose was not, as today’s young women do, to simply fold it and wear it around the neck like a necklace, but rather its purpose was to cover the head, back, and chest properly. Thus, the women of the Ansar, upon hearing the command, immediately understood what kind of cloth would fulfill the intent of the verse. But today, in this era of new enlightenment and open-mindedness, even greater ignorance is displayed than in the old days of ignorance (jahiliyyah).
In today’s so-called civilized society, firstly, women do not even consider taking a head covering (dupatta) acceptable, and if they do, they simply hang it around their necks and throw its ends behind their backs.
Wallahu al-musta‘an (And Allah is the One whose help is sought).
