يَلْمِزُونَ : يَعِيبُونَ وَجُهْدَهُمْ ، وَجَهْدَهُمْ طَاقَتَهُمْ .
The meaning of «يلمزون» is to find fault, to taunt. Both «جهدهم» (with the dammah on the letter jeem) and «جهدهم» (with the fatha on the letter jeem) are valid recitations. That is, they give according to their ability by working and laboring.

Narrated Abu Musud: When we were ordered to give alms, we began to work as porters (to earn something we could give in charity). Abu Uqail came with one half of a Sa (special measure for food grains) and another person brought more than he did. So the hypocrites said, "Allah is not in need of the alms of this (i.e. 'Uqail); and this other person did not give alms but for showing off." Then Allah revealed:-- 'Those who criticize such of the Believers who give charity voluntarily and those who could not find to give in charity except what is available to them.' (9.79)

Hadith Commentary:
➊
During the expedition of Tabuk, there was a time of famine; the crops had not yet ripened, the journey was long and arduous, and the opponent was the Roman Empire, which was the most powerful and formidable force of that era. There was also a shortage of weapons and mounts. On this basis, the Messenger of Allah (sallallahu alayhi wa sallam) made a strong appeal for the jihad fund, as a result of which Uthman (radi Allahu anhu) and Abdur Rahman (radi Allahu anhu) participated with great enthusiasm and donated so much that you (sallallahu alayhi wa sallam) became pleased. Sayyiduna Umar (radi Allahu anhu) brought half of his household goods for the jihad fund, while Abu Bakr as-Siddiq (radi Allahu anhu) brought all of his household goods. In short, both the wealthy and the laborers donated according to their means. However, no one was safe from the taunts of the hypocrites.
➋
Abu Mas’ud al-Ansari (radi Allahu anhu) indicated at the end of the hadith that at that time, he too had earned through labor and given charity, and today Allah Ta’ala has given him so much that he deals in millions. Hafiz Ibn Hajar (rahimahullah) writes that the purpose of this was to show that during the time of the Messenger of Allah (sallallahu alayhi wa sallam), despite scarcity of wealth, people would work and labor in order to give charity. Now Allah Ta’ala has opened the doors of wealth and prosperity for them. They give charity and alms with great ease. The fear of hardship does not cling to them. (Fath al-Bari: 8/422) And Allah knows best.
