Hadith 4652

Narrated Ibn `Abbas: When the Verse:-- "If there are twenty steadfast amongst you, they will overcome two hundred." (8.65) was revealed, then it became obligatory for the Muslims that one (Muslim) should not flee from ten (non-Muslims). Sufyan (the sub-narrator) once said, "Twenty (Muslims) should not flee before two hundred (non Muslims)." Then there was revealed: 'But now Allah has lightened your (task)..' (8.66) So it became obligatory that one-hundred (Muslims) should not flee before two hundred (nonmuslims). (Once Sufyan said extra, "The Verse: 'Urge the believers to the fight. If there are twenty steadfast amongst you (Muslims) ..' was revealed.) Sufyan said, "Ibn Shabrama said, "I see that this order is applicable to the obligation of enjoining good and forbidding evil."

Hadith Commentary:

That is, even if the opposing group is equal in number or twice as many, one should not hesitate to speak the word of truth; otherwise, he will be sinful.
He should enjoin what is good.
He should forbid what is evil.
If the opponents are more than twice as many and there is fear for one's life, then remaining silent is permissible at that time, but he should still consider them evil in his heart and keep himself separate from their group.

Hadith Commentary:
1.
In the early days of Islam, the Muslims were few in number. When their numbers increased, a concession was granted to them, but for the Messenger of Allah (sallallahu alayhi wa sallam) it was necessary that he confront the enemy in every situation, even if he was alone. This is because Allah, the Exalted, promised him that He would assist him and protect him from his enemies. Perhaps this is the reason that when weakness appeared among the Muslims in the Battle of Hunayn, he (sallallahu alayhi wa sallam) stood firm against the enemy all alone and kept proclaiming:
"I am the Prophet, there is no lie in this. I am the son of Abdul Muttalib."
(Sahih al-Bukhari, al-Jihad wal-Siyar, Chapter: 2864)

2.
Enjoining good (amr bil-ma'ruf) and forbidding evil (nahi anil-munkar) is also like jihad, because in jihad the word of truth is raised high, and in enjoining good the word of falsehood is eradicated. Therefore, even if the opposing group is equal in number or twice as many, one should not refrain from speaking the word of truth. And if the opponents are more numerous than this and there is a danger to one's life, then it is permissible to remain silent at that time, but one should still consider them evil in one's heart and harbor aversion towards them.
And Allah knows best.
