قَالَ ابْنُ عُيَيْنَةَ : مَا سَمَّى اللَّهُ تَعَالَى مَطَرًا فِي الْقُرْآنِ إِلَّا عَذَابًا وَتُسَمِّيهِ الْعَرَبُ الْغَيْثَ ، وَهُوَ قَوْلُهُ تَعَالَى : يُنْزِلُ الْغَيْثَ مِنْ بَعْدِ مَا قَنَطُوا .
Ibn ‘Uyaynah said that Allah the Exalted has used the word «مطرا» (rain) in the Qur’an only for punishment, and the Arabs call it «غيث». As is in the statement of Allah the Exalted «ينزل الغيث من بعد ما قنطوا».

أَنَسَ بْنَ مَالِكٍ رَضِيَ اللَّهُ عَنْه ، قال : قَالَ أَبُو جَهْلٍ : " اللَّهُمَّ إِنْ كَانَ هَذَا هُوَ الْحَقَّ مِنْ عِنْدِكَ ، فَأَمْطِرْ عَلَيْنَا حِجَارَةً مِنَ السَّمَاءِ أَوِ ائْتِنَا بِعَذَابٍ أَلِيمٍ " ، فَنَزَلَتْ وَمَا كَانَ اللَّهُ لِيُعَذِّبَهُمْ وَأَنْتَ فِيهِمْ وَمَا كَانَ اللَّهُ مُعَذِّبَهُمْ وَهُمْ يَسْتَغْفِرُونَ { 33 } وَمَا لَهُمْ أَلَّا يُعَذِّبَهُمُ اللَّهُ وَهُمْ يَصُدُّونَ عَنِ الْمَسْجِدِ الْحَرَامِ سورة الأنفال آية 32-33الْآيَةَ .
Narrated Anas bin Malik: Abu Jahl said, "O Allah! If this (Qur'an) is indeed the Truth from You, then rain down on us a shower of stones from the sky or bring on us a painful torment." So Allah revealed:-- "But Allah would not punish them while you were amongst them, nor He will punish them while they seek (Allah's) forgiveness..." (8.33) And why Allah should not punish them while they turn away (men) from Al- Masjid-al-Haram (the Sacred Mosque of Mecca)..." (8.33-34)

Hadith Commentary:
Abu Jahl’s supplication was answered, and at Badr he died a humiliating death.
This is what is mentioned in the verse and the hadith: if those people had repented and sought forgiveness, Allah would certainly have shown mercy to them, but Islam was not decreed for them.
﴿ذَلِكَ فَضْلُ اللَّهِ يُؤْتِيهِ مَنْ يَشَاءُ﴾ (“That is the bounty of Allah; He gives it to whom He wills.”) From this, the great virtue of seeking forgiveness (istighfar) is also established.

It is understood from this hadith that the aforementioned supplication was made by Abu Jahl, whereas from another narration it is evident that its proponent was Nadr bin Harith.
There is no contradiction between these two statements because both of them may have said such a thing.
Nadr bin Harith, like Abu Jahl, was also extremely insolent.

Abu Jahl’s supplication was answered; he died a humiliating death on the day of Badr.
Similarly, Nadr bin Harith also had to face a disgraceful punishment; he too was captured on the day of Badr at the hands of Miqdad bin Aswad, then, by the order of the Messenger of Allah (sallallahu alayhi wa sallam), he was bound and executed.

In any case, these people were extremely foolish in that, even if Islam was true, they demanded punishment from Allah, rather than seeking the ability to accept it.
Perhaps there is no greater rebellion and denial in the world than this.
