Narrated Aisha: Allah's Messenger said, "I saw Hell and its different portions were consuming each other and saw `Amr dragging his intestines (in it), and he was the first person to establish the tradition of letting animals loose (for the idols).

Hadith Commentary:

Regarding ‘Amr bin Khuza‘i, Allamah ‘Ayni rahimahullah writes that his name was ‘Amr bin Luhayy bin Qam‘ah. He was among the chiefs of the tribe of Khuza‘ah. He was among those who became custodians of the House of Allah (Baytullah) after the tribe of Jurhum. He was the first person who altered the religion of Ibrahim alayhis salam and introduced idols into the Hijaz. Furthermore, he incited the shepherds to worship idols and popularized the customs of Jahiliyyah among them. (Umdat al-Qari: 12/589)

In any case, Allah Ta‘ala did not legislate these animals in this manner; rather, He has specified every kind of vow and offering (nazr wa niyaz) exclusively for Himself. These methods of making vows and offerings for idols were invented by the polytheists. The practice of dedicating animals in the name of idols and presenting vows and offerings for them continues even today among the polytheists, and even among so-called Muslims. Allah Ta‘ala has not sent down any authority for this from the heavens. All of this is the way of the ignorant, which has become prevalent in our society. May Allah protect us from it.
