Hadith Commentary:
1.
It is understood from the interpretation of Ibn Abbas (radi Allahu anhu) that he considers this verse to be specific to the people of Badr.
It is possible that due to this particular characteristic, the people of Badr attained such virtue that they came to be regarded as superior to all the other noble Companions (radi Allahu anhum ajma'in).
Although the context of revelation (sha'n nuzul) of the verse is specific, in terms of ruling, it is general.
2.
It appears that the intention of Ibn Abbas (radi Allahu anhu) is to clarify the specificity of the context of revelation, not to state the ruling.
In any case, those with a valid excuse are exempted from this ruling, as is evident from the following hadith.
Ibn Abbas (radi Allahu anhu) said:
Those who participated in the Battle of Badr and those who were excused are not equal to those who did not participate in Badr without an excuse.
When this verse was revealed:
"Those among the believers who sit back without any excuse and those who strive in the way of Allah with their wealth and their lives are not equal."
