السِّلْمُ وَالسَّلَمُ وَالسَّلَامُ وَاحِدٌ .
«السلم», «السلم», and «السلام» all have the same meaning.
حَدَّثَنِي
عَلِيُّ بْنُ عَبْدِ اللَّهِ ، حَدَّثَنَا
سُفْيَانُ ، عَنْ
عَمْرٍو ، عَنْ
عَطَاءٍ ، عَنْ
ابْنِ عَبَّاسٍ رَضِيَ اللَّهُ عَنْهُمَا ، وَلا تَقُولُوا لِمَنْ أَلْقَى إِلَيْكُمُ السَّلامَ لَسْتَ مُؤْمِنًا سورة النساء آية 94 ، قَالَ : قَالَ
ابْنُ عَبَّاسٍ : " كَانَ رَجُلٌ فِي غُنَيْمَةٍ لَهُ فَلَحِقَهُ الْمُسْلِمُونَ ، فَقَالَ : السَّلَامُ عَلَيْكُمْ ، فَقَتَلُوهُ ، وَأَخَذُوا غُنَيْمَتَهُ ، فَأَنْزَلَ اللَّهُ فِي ذَلِكَ إِلَى قَوْلِهِ : تَبْتَغُونَ عَرَضَ الْحَيَاةِ الدُّنْيَا سورة النساء آية 94 تِلْكَ الْغُنَيْمَةُ ، قَالَ : قَرَأَ ابْنُ عَبَّاسٍ السَّلَامَ " .
Narrated Ibn `Abbas: Regarding the Verse: "And say not to anyone who offers you peace (by accepting Islam), You are not a believer." There was a man amidst his sheep. The Muslims pursued him, and he said (to them) "Peace be on you." But they killed him and took over his sheep. Thereupon Allah revealed in that concern, the above Verse up to:-- "...seeking the perishable good of this life." (4.94) i.e. those sheep.

Hadith Commentary:
The Sufyan Thawri mentioned in the narration was a great scholar of hadith, ascetic, devout worshipper, and trustworthy.
He was an Imam of hadith and a reference point for the sciences; he is also counted among the Imams of independent legal reasoning (mujtahideen).
He was called the Pole of Islam (Qutb al-Islam).
He was born in 99 AH and passed away in Basra in 161 AH.

Hadith Commentary:

Since having such a suspicion about a person is incorrect from the perspective of Islamic law, Allah Almighty has commanded a thorough investigation in such cases. If, without investigation, you let someone go, there is a possibility that a disbeliever may succeed in saving his life by lying; but if you kill him, there is also the possibility that an innocent believer may be killed at your hands. Your making a mistake by letting a disbeliever go is far better than making a mistake by killing a believer. The purpose is that in jihad, matters should be dealt with only after complete clarification, because the rulings of the Shariah are applied according to what is apparent, and the reality of the inner state is left to Allah. On one occasion, the Messenger of Allah (sallallahu alayhi wa sallam) rebuked Usamah (radi Allahu anhu) for such carelessness. (Sahih al-Bukhari, al-Diyat, Hadith: 6872)

It should also be clear that this ruling does not apply everywhere. In the land of war (dar al-harb), if a disbeliever says "as-salamu alaykum" and seeks to achieve his purpose under its cover, it will not be given any consideration. Although the aforementioned incident occurred during travel, the command to thoroughly investigate applies in residence as well. And Allah knows best.
