حَدَّثَنَا
حِبَّانُ بْنُ مُوسَى ، أَخْبَرَنَا
عَبْدُ اللَّهِ ، أَخْبَرَنَا
مَعْمَرٌ ، عَنْ
الزُّهْرِيِّ ، قَالَ : حَدَّثَنِي
سَالِمٌ ، عَنْ
أَبِيهِ : أَنَّهُ سَمِعَ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ إِذَا رَفَعَ رَأْسَهُ مِنَ الرُّكُوعِ فِي الرَّكْعَةِ الْآخِرَةِ مِنَ الْفَجْرِ ، يَقُولُ : " اللَّهُمَّ الْعَنْ فُلَانًا وَفُلَانًا وَفُلَانًا " ، بَعْدَ مَا يَقُولُ : " سَمِعَ اللَّهُ لِمَنْ حَمِدَهُ ، رَبَّنَا وَلَكَ الْحَمْدُ " ، فَأَنْزَلَ اللَّهُ : لَيْسَ لَكَ مِنَ الأَمْرِ شَيْءٌ إِلَى قَوْلِهِ : فَإِنَّهُمْ ظَالِمُونَ سورة آل عمران آية 128 . رَوَاهُ
إِسْحَاقُ بْنُ رَاشِدٍ ، عَنْ
الزُّهْرِيِّ .
Narrated Salim's father: That he heard Allah's Messenger on raising his head from the bowing in the last rak`a in the Fajr prayer, saying, "O Allah, curse such-and-such person and such-and-such person, and such-and-such person," after saying, "Allah hears him who sends his praises to Him, O our Lord, all praise is for you." So Allah revealed:--"Not for you (O Muhammad) (but for Allah) is the decision, verily they are indeed wrongdoers." (3.128)

Hadith Commentary:
The narration of Ishaq bin Rashid has been connected (mawsul) by Tabarani in Al-Mu'jam Al-Kabir.
The Prophet (sallallahu alayhi wa sallam) invoked a curse by name upon four individuals:
Safwan bin Umayyah, Suhail bin Amr, Harith bin Hisham, and Amr bin Al-As (radi Allahu anhum), and later all four of them embraced Islam.
Allah knew their future, and for this reason, Allah forbade the Prophet (sallallahu alayhi wa sallam) from cursing them.

Hadith Commentary:

In some narrations, the reason for the revelation of this verse is stated in these words: In the Battle of Uhud, the front tooth of the Messenger of Allah (sallallahu alayhi wa sallam) was broken and his blessed head was wounded. He (sallallahu alayhi wa sallam) was wiping the blood from his face and saying: "How can a people ever prosper who have wounded their Prophet’s head and broken his tooth, while he was calling them towards Allah?" At that moment, this verse was revealed. (Sahih Muslim, Al-Jihad, Hadith: 4645. (1791))

In one narration, it is clarified that the prominent polytheists whom he (sallallahu alayhi wa sallam) named and supplicated against were: Safwan bin Umayyah, Abu Sufyan, and Harith bin Hisham. (Jami‘ at-Tirmidhi, Tafsir al-Qur’an, Hadith: 3004) However, Allah Ta‘ala had decreed something else. Only a few days had passed when those very polytheists against whom you (sallallahu alayhi wa sallam) had supplicated, Allah Ta‘ala brought them to your feet and made them valiant soldiers of Islam. Thus, in one narration, it is stated that after this, Allah Ta‘ala inclined all of them towards the religion of Islam. (Musnad Ahmad: 104/2)

Hafiz Ibn Hajar (rahimahullah) has written that the fourth person was Hazrat ‘Amr bin ‘As (radi Allahu anhu). (Fath al-Bari: 284/8) The future of these individuals was in the knowledge of Allah Ta‘ala, that they would enter the fold of Islam; therefore, by revealing this verse, you (sallallahu alayhi wa sallam) were prevented from supplicating against them.
